Rolling Hills is a fully gated community with private roads throughout the standard public right-of-way permit framework works differently here:

• Private Property (No Permit Needed): If the dumpster fits completely on your private driveway or estate lot, no encroachment permit is required. Because nearly all roads in Rolling Hills are private, most placements fall into this category.

• C&D Hauler Permit (Always Required for Construction Debris): Regardless of placement, all haulers of construction and demolition waste must obtain a permit from the City of Rolling Hills before operating within city limits, and recycling verification must be submitted at project completion. Note: The City's scheduled trash hauler is Republic Services. HOA and community association rules may impose additional restrictions on dump trailer placement and duration.

Rolling Hills' private roads, steep canyon grades, and large lot sizes create both challenges and advantages. Long driveways mean our 10-yard dump trailer can usually be placed well on-property without any right-of-way issues. We evaluate road grade and driveway access prior to delivery steep grades may require specific placement to ensure the dump trailer doesn't shift. Our drivers are experienced with gated community entry procedures and will coordinate guard access as needed. Protective boards are used on all surfaces to prevent damage to decomposed granite, asphalt, or concrete driveways.

Rolling Hills requires all C&D haulers to obtain a city permit and mandates 65% diversion of construction debris per California state law, with recycling verification submitted to the City upon completion. We route clean concrete, dirt, and green waste to certified South Bay facilities. We do not accept: paint, liquid waste, motor oil, tires, batteries, asbestos, propane tanks, medical waste, solvents, pesticides, or refrigerants. Household hazardous waste can be disposed of at the LA County SAFE Center at 1400 N. Gaffey St., San Pedro (Saturdays and Sundays, 9am–3pm).
